The algorithm was very simple. The color was X-Axis, the number was Y-Axis and the other character was.. well, a character form the message. When you saw a -1, it meant it was a space. Arranging these letters row/column wise will give you the message above.
As soon as you crack the algo, you can run 4 lines of perl to decode the message. Like this one
